Land Development Workgroup

Overview

The Land Development Workgroup is comprised of the 21 Copermittees and serves to develop and implement regional land development plans and programs. Primary responsibilities consist of the development and update of the Regional Model Best Management Practices (BMP) Design Manual as well as maintenance of the Standard Urban Stormwater Management Plan (SUSMP) and Hydromodification Management Plan (HMP). The Land Development Workgroup supplies the Copermittee Management Committee with land development resources and recommendations necessary to support the requirements of the Municipal Stormwater Permit.

The Model BMP Design Manual provides the procedures for planning, selecting and designing onsite structural BMPs for new development and significant redevelopment projects in accordance with Provision E.3 of the 2013 Permit (Order No. R9-2013-0001, as amended by Order Nos. R9-2015-0001 and R9-2015-0100).

The Final Countywide Model SUSMP provides the procedures for planning, selecting and designing onsite BMPs in accordance with Provisions D.1 of the 2007 Permit (Order No. R9-2007-0001).

The Regional Stormwater Permit (Order No. R9-2013-0001) requires that the San Diego Region Copermittees provide access to their development standards (e.g., documents based on the Model BMP Design Manual, or equivalent) on a regional clearinghouse website (Provision F.4.a(4) of the Permit).
