The San Diego Regional Water Quality Control Board adopted Investigative Order No. R9-2019-0014 in June 2019, requiring regulated parties to submit technical and monitoring reports to quantify the sources and transport pathways of human fecal material to the lower San Diego River watershed. The regulated parties include all the NPDES permittees in the lower San Diego River watershed with the potential to contribute human fecal material. The Investigative Order also stipulates which human fecal sources and pathways to investigate and the timeline on which to report the results of the study.
