On February 21, 2001 The
San Diego Regional Water Quality Control Board (Regional Board)
issued the Municipal
Storm Water Permit Order 2001-01
(Municipal Permit) to control waste discharges in urban runoff
from the Municipal Separate Storm Sewer Systems (MS4) that drain
into the watersheds of the County of San Diego, incorporated
cities of San Diego County and the San Diego Unified Port
District. In part, the Municipal Permit requires that the
Jurisdictions within a watershed collaborate in the development of
a Watershed Urban Runoff Management Program (WURMP) that addresses
high priority stormwater quality issues found within the
watershed.
The City of
Oceanside is the lead agency and has collaborate with the City of
Escondido, City of Vista, and the County of San Diego to prepared a
Final
Watershed URMP document for the San Luis Rey watershed
